Guangzhou’s 15th Five-Year Plan outline calls for enlarging and strengthening financial platforms and institutions. It instructs support for Guangzhou Futures Exchange to speed up listings of futures and options, back the introduction or establishment of futures intermediaries and risk‑management/service firms, attract firms tied to futures trading and asset allocation, and accelerate construction of a Nansha futures industrial park to promote spot‑futures linkage and a complete futures industry chain. The plan backs the Guangdong Equity Exchange to apply for business‑innovation pilot status and to raise the number of listed firms. It directs optimization of financial industry infrastructure, faster development of Guangzhou International Financial City to attract domestic and international financial institutions, research institutes and third‑party consultancies, and upgrading of the city’s private finance district. The city will support municipal financial companies holding in seeking financial‑holding licenses to expand asset scale and profitability, and encourage securities, funds and insurance firms to strengthen competitiveness and industry influence.
