The Cyberspace Administration of China, Ministry of Education, Ministry of
Industry and Information Technology and Ministry of Human Resources and Social
Security jointly issued the Key Points for Improving National Digital Literacy
and Skills in 2026, outlining six areas and 15 priority tasks. The plan mandates
building a digital literacy training system, including stronger open supply of
digital resources and expanded delivery channels; raising national AI literacy
by promoting AI-enabled education, accelerating AI talent cultivation and
widening AI application; and advancing inclusive digital development by
improving information accessibility and launching public digital projects to
assist the elderly and broaden citizen access.
