Qianhai management bureau, with municipal offices, issued 10 measures to remove
payment frictions for nonresidents, opening card, QR-code and currency channels
to bolster the international payments system and support Shenzhen’s push to
become a globally influential consumption hub. Fintech operator Tenpay rolled
out two services: foreign-card domestic binding allows foreigners to link
overseas bank cards and complete QR-code purchases up to $2,000 without ID
verification; foreign-wallet domestic use enables PayPal and 35 other overseas
e‑wallets to be used directly in mainland China.
