The State Council published the Accelerating Agricultural and Rural
Modernization 15th Five-Year Plan, outlining seven policy priorities: boost
agricultural production capacity and product quality while optimizing supply
structure; consolidate and expand poverty-alleviation gains to prevent
large-scale return to poverty; strengthen agricultural science and equipment
support to secure major breakthroughs in new productive forces; widen farmer
income channels and scale up rural specialty industries to promote employment
and entrepreneurship; accelerate a green transition in agriculture and promote
green production methods; improve rural infrastructure, public services and
living environment; and raise the effectiveness of farm-support policies, refine
agricultural and rural funding mechanisms, advance rural reform and build rural
talent capacity.
