The State Council issued the Plan for Accelerating Agricultural and Rural
Modernization ("15th Five-Year"). It directs deeper implementation of a
seed-industry revitalization campaign, including precise germplasm
identification, gene mining and targeted improvement, and development of a
commercialized breeding system. The plan calls for tiered cultivation of
national seed-industry flagship firms and accelerated selection of breakthrough
varieties. It endorses steady reform of the new aquaculture-variety approval
system, construction of national breeding and seed-production bases, stricter
protection of seed-industry IP and tougher enforcement against counterfeiting
and trademark infringement, and promotion of industrial-scale application of
biological breeding.
