U.S. Secretary of State Rubio told a congressional hearing the U.S. has not yet
achieved its intended objectives in Venezuela but is moving in that direction.
He said it has been only five months and that overhauling a system in place for
16–18 years will take time, but he believes progress is occurring at a good
pace.
