Hong Kong’s first large-scale electric-vehicle battery recycling facility at the Environmental Park is expected to begin operations this month and will convert retired batteries into recovered black mass, Acting Secretary for Environment and Ecology said in a written reply to lawmakers on June 3. The Environmental Protection Department estimates retired battery volumes will increase from about 1,300 tons this year to roughly 6,700 tons by 2030, based on historic EV first-registration data. The EPD commissioned an independent assessment of an EV battery producer-responsibility scheme earlier this year; the consultant found the scheme would generate material economic benefits, spur green-tech investment, add about HKD 66 million to local GDP and create more than 100 full-time jobs, equivalent to roughly 3% of the 2024 workforce in waste management and recycling.
