Zhejiang provincial Development and Reform Commission and Energy Bureau issued a
notice revised industrial and commercial time‑of implementing‑use (TOU) tariffs
effective July 1. Large industrial tariff customers must adopt TOU year‑round
(excludes users covered by national special provisions such as electrified
railway traction). General industrial and commercial tariff customers may opt
into TOU; once selected the option is fixed for 12 months. TOU multipliers
versus the flat/base rate are set at peak:high peak:flat:low valley:deep valley
= 2.05:1.85:1:0.4:0.2.
