U.S. Treasury Secretary Bessent told the House Appropriations Committee on
Thursday that any future exemptions allowing countries to buy Russian oil would
likely be granted on a country-by-country basis rather than as a blanket waiver,
and that the incremental revenue Russia would gain from such exemptions would be
negligible.
