Liaoning has published a draft 15th Five-Year regional coordinated development
plan for public comment that backs Shenyang to become a Northeast Asia
international central city and an internationalized modern comprehensive hub.
The plan aims to establish a Northeast Asia 3-hour aviation traffic circle and
accelerate airport and highway infrastructure. It calls for building a national
new‑generation AI public‑computing open innovation platform and designating
Liaoning a national advanced manufacturing center, expanding and upgrading autos
and parts, and equipment manufacturing. The draft seeks to cultivate aerospace,
new‑generation information technology and future industries such as embodied
intelligence, and to position the province as a Northeast modern services center
by developing smart logistics, digital finance, a regional financial center and
an international new‑product launch/showcase landmark.
