At a State Council policy briefing on June 8, Vice Minister Qin Haixiang said
city diagnostic assessments are the basis for urban renewal and must be
conducted before projects begin — no renewal without an assessment. The ministry
will carry out comprehensive city assessments to identify urgent local problems
and weaknesses that undermine urban competitiveness, carrying capacity and
sustainability. MOHURD will establish an urban-renewal statistical survey system
to monitor local implementation progress and project effectiveness in a timely manner
