The State Council issued the 15th Five-Year Plan for building a modern emergency
management system, setting targets for 2030 and 2035. By 2030 the plan aims for
clear modernization gains: establish a prevention-first governance model;
complete a centralized, unified, efficient and authoritative emergency
management system; strengthen emergency command mechanisms under a big-safety,
big-emergency framework; materially boost major-incident response capacity and
grassroots emergency capability; and raise the rule-of-law, scientific and
intelligent levels of emergency management to keep safety production and
disaster-mitigation outcomes stable. By 2035 the plan seeks an emergency system
with Chinese characteristics befitting a modernized major country, fully
implement law-based, science-based and smart emergency management, and achieve
mutually reinforcing high-quality development and high-level safety.
