China said it is willing to align development strategies with North Korea and expand pragmatic cooperation in trade, agriculture, construction, technology and healthcare. Both sides said the full reopening of border crossings and the resumption of civil aviation and international passenger trains should be used to increase people-to-people exchanges and restore two-way travel.
