China’s deputy UN ambassador Sun Lei said on the 9th the Security Council never
agreed that the E3 (UK, France, Germany) are entitled to trigger a snapback of
sanctions. He said UNSC Resolution 2231 expired on Oct. 18 last year and the
Council has therefore ceased consideration of the Iran nuclear issue, accused
some states of forcing meetings to restore sanctions under a terminated agenda
item, and urged members to implement measures tied to Resolution 2231’s
"termination day", safeguard Council authority and multilateral credibility, and
create conditions for a political settlement.
