China’s Ministry of Industry and Information Technology (MIIT) issued
implementation opinions for “AI + ICT” innovation development (2026–2028). The
plan targets an initial integrated AI–ICT innovation ecosystem by 2028, with
intelligent operation and service capabilities in information and communications
reaching internationally advanced levels and networks achieving high-level
autonomous intelligence. MIIT seeks to establish 30+ high‑value scenarios,
develop flagship applications and specialized intelligent agents, and upgrade
network and compute infrastructure to support AI — including a target that
city‑level compute capacity has at least 75% coverage within a 1 ms latency
circle.
