The Ministry of Industry and Information Technology issued its AI+ICT Innovation
Development Implementation Opinions (2026–2028), directing accelerated
deployment of 400Gbps and 800Gbps backbone transmission networks and
optimization of four-channel transmission between eastern, central and western
national hub nodes. It calls for orderly rollout of metro 400Gbps+ networks and
high-speed optical transmission equipment including full-optical cross-connects;
optimization of backbone peering points and new internet exchange center layouts
to improve inter-network data transfer quality; simplification of core-to-edge
network layers; and enhancement of compute-access network layouts at key sites
to enable millisecond-level metro low-latency access to compute resources.
