Development Implementation Opinions (2026–2028), directing stepped-up R&D and
validation for high-speed optoelectronic chips, high‑speed forwarding/switching
chips, all‑optical switching devices and co‑packaged optics, and ordering
optical‑electrical hybrid networking trials to accelerate technology maturity.
The plan also mandates work on optical interconnects for intelligent‑computing
super‑nodes and validation of intelligent‑computing network technologies and
products, plus wide‑area intelligent‑computing network transmission experiments
— including lossless WANs, task‑based scheduling and compute‑network operations
intelligent agents — to boost inter‑compute network scheduling and transmission
efficiency and lower bit‑bandwidth cost.
