China's Ministry of Industry and Information Technology published its AI+ICT Innovation Development Implementation Opinions (2026–2028). It directs upgrades to AI-dedicated line services: optimize network resource scheduling, introduce flexible on‑demand and time‑shared billing, and enable rapid end‑to‑end dedicated‑line provisioning and fast bandwidth adjustment using SRv6 and optical technologies such as OSU/fgOTN. It requires network upgrades for AI workloads, including trials of distributed inference across wide‑area IP networks and a network resource utilization target of at least 90%. It mandates improved access for 5G‑A and PON upstream services and sets a home/enterprise WLAN access latency target of no more than 5ms. It promotes model application platforms to establish an integrated compute+data+model+AI‑application service ecosystem and a full development chain from model training and scenario validation to commercial deployment to accelerate scaled adoption of domestic AI technologies in key industries.
