The Ministry of Industry and Information Technology (MIIT) issued the AI+Information and Communications Innovation Development Implementation Opinions (2026–2028), directing construction of a three‑tier hub–regional–edge compute infrastructure and accelerated rollout of major compute corridors to support AI–ICT convergence. MIIT calls for establishment and improvement of national and regional computing platforms, strengthened centralized compute monitoring and supply–demand matching, and integrated innovation across compute, models and applications to raise data‑resource utilization in the information and communications sector. The plan mandates a unified compute identification system and accelerated buildout of a nationwide, centralized, marketized compute services system to speed digital and intelligent upgrades in the information and communications industry.
