The National Data Bureau said its three-year "Data Elements ×" action plan — the
bureau's first policy since its formation — will conclude this year and has
accelerated recognition and monetization of data. Active national data reached
1.67 ZB in 2025, up 28.46% YoY. Enterprise data products and services rose
29.29% YoY in count, while transaction value increased 39.8% YoY. The bureau has
published 417 case studies and 760 "Data Elements ×" scenario guides across 11
sectors, exceeding its target of more than 300 scenarios.
