Guangdong provincial market regulator hosted a signing for an online catering
self‑discipline covenant and co‑governance agreement. Meituan, Taobao Flash and
JD Waimai signed the Guangdong Online Catering Industry High‑Quality Development
and Food Safety Self‑Discipline Covenant. The five‑chapter, 21‑article covenant
references the State Administration for Market Regulation’s Order No. 123 on
network catering operators’ food safety responsibilities and sets rules on
platform liability, merchant onboarding and management, delivery‑staff care and
social co‑governance. It proposes, for the first time, a cross‑platform
"blacklist" sharing mechanism to jointly restrict merchants who serious commit
violations across all platforms — "one violation, network‑wide restriction."
