Guangzhou’s draft 15th Five-Year commerce development plan, released for public
comment, backs construction of an international events center and seeks to host
international and national sporting events including horse and auto racing. The
draft explicitly supports the Hong Kong Jockey Club’s Conghua racecourse and the
Guangzhou Conghua International Racecourse development center and endorsements
running a regular racing calendar to spur local consumption. It calls for
advancing Greater Bay Area cross-border intelligent customs clearance for horse
racing, including use of "horse-face" intelligent recognition to strengthen
smart supervision and promote healthy development of the GBA equine industry.
