Qin Tian, deputy director of the Middle East Institute at the China Institute of
Contemporary International Relations, said that based on currently disclosed
information the imminent US‑Iran ceasefire memorandum is likely to be limited in
both content and effect. He said Washington and Tehran have divergent readings
of the text, the memorandum leaves key bilateral disputes unresolved for later
negotiations, and ongoing military risks — including US‑Iran standoffs in the
Persian Gulf and Strait of Hormuz and Israeli strikes on Hezbollah in southern
Lebanon — could spark wider Iran‑Israel clashes and undermine further talks.
