On June 12, Araghchi said Iran has begun consultations with multiple countries
on navigation through the Strait of Hormuz. He said charging transit fees would
be unacceptable under international law but levying service fees is fully
permissible. Araghchi added that Iran’s frozen assets would begin to be unfrozen
under a potential memorandum of understanding with the United States, though
details must be fully negotiated. On highly enriched uranium, he said Iran will
only accept dilution or conversion carried out on Iranian soil.
