Regions may merge existing differential, tiered and punitive electricity tariffs into a unified differentiated electricity-price scheme, with consolidation to consider capacity/output controls, energy consumption and carbon emissions levels, and environmental performance. Any surcharge on top of market electricity transaction prices would be capped at 0.1 yuan per kWh; surcharge proceeds are to be used to offset system operation costs.
