The memorandum has not been released and is scheduled for formal signing on June 19; text details remain unsettled and the signing process could be blocked. Major disputes persist — including the scale of economic assistance to Iran, how to handle its nuclear program, and responses to its ballistic missile program — and ongoing Israel‑Lebanon fighting could derail talks. Michael O’Hanlon, director of foreign policy at the Brookings Institution, said a temporary deal to reopen the Strait is possible but a comprehensive agreement is unlikely at present.
