Iran central bank governor Abdolnaser Hemmati said on the 16th (local time) that
the Iran‑US memorandum of understanding explicitly obliges the United States to
unfreeze Iranian assets. He said the MOU’s clauses were drafted with reference
to past cases to build enforceable mechanisms that ensure secure access and use
of funds, and that the US will be required to meet its commitments. Hemmati
added that once the MOU is signed and implemented, technical and banking‑level
checks will be carried out to verify assets are genuinely unfrozen and usable.
