China's Ministry of Industry and Information Technology and MOFCOM, together with the NDRC, Ministry of Agriculture and Rural Affairs and the National Energy Administration, will organize a 2026 NEVs-to-the-countryside campaign. The notice directs expansion of old-for-new vehicle trade-in activity in rural areas, requires dedicated trade-in zones within the campaign, and mandates promotion of subsidy policies while providing one-stop services — old-car inspection, valuation, recycling and subsidy-application handling — to raise policy awareness and coverage and make it easier for rural consumers to claim subsidies. Rural consumers who trade up to NEVs may apply for the vehicle old-for-new subsidy per policy requirements and are not subject to limits on the number of subsidy entitlements.
