At 12:00 on June 18 China's Ministry of Water Resources activated a Level‑IV
flood‑defense emergency response for Anhui, Jiangxi, Hubei, Hunan and Guizhou.
Local water departments and basin management agencies were ordered to closely
monitor weather, strengthen rainfall and river monitoring, forecasting and joint
assess, maintain emergency duty, and carry out reservoir operations,
small‑/medium‑river flood defenses and mountain‑flash‑flood prevention. The
ministry issued targeted "one‑province‑one‑list" warnings detailing affected
counties, reservoirs and mountain‑flood risk points, and dispatched three
working teams to Guizhou, Hubei and Hunan to assist frontline flood-control
efforts.
