Sichuan Development and Reform Commission issued measures to support green,
low‑carbon development, offering incentives for energy‑saving and
carbon‑reduction efficiency upgrades. Support targets key industry firms, major
energy users and industrial parks for measures including cascade energy use,
energy‑system optimization, park centralized heating and cleaner combined
heat-and-power (CHP) retrofits. Provincial budgeted basic‑construction funds
will subsidize eligible projects up to 15% of total project investment, capped
at 20 mln yuan per project.
