Anhui provincial government office issued a Low-Altitude+ Application Scenario
Expansion Action Plan (2026–2028). Targets include annual low-altitude flight
hours of 5.0 mln by 2028, more than 300 low-altitude operations firms, and 100
completed demonstration application sites. The plan aims to build a development
model that is safe, commercially sustainable and publicly acceptable.
