Iran said its negotiating delegation returned home after intensive MoU talks in the Lucerne lake region on the 21-22nd. A joint statement by mediators Qatar and Pakistan set up a mechanism to monitor MoU implementation and called for continued expert- and technical-level talks to advance an agreement aimed at ending the war. Delegates reported consensus to push implementation of Articles 1, 5, 10 and 11 — including Article 1’s conflict-control mechanism involving Lebanon to halt Israeli military operations, Article 10 on Iranian oil and petrochemical exports, and Article 11 on unfreezing Iranian frozen assets. Article 13 conditions initiation of final-agreement talks on the start and sustained implementation of Articles 1, 4, 5, 10 and 11. Iran said it will continuously monitor US compliance and use all available tools to ensure the commitments are carried out.
