One order, signed Monday, directs federal agencies including the Department of Energy to work with industry and academia to deploy a quantum computer usable for scientific research by 2028, a benchmark intended to demonstrate practical capability. The second directs agencies and security experts to prepare for quantum systems that could break standard encryption sooner than expected and to strengthen government and private-sector defenses to protect critical infrastructure.
