Russia's foreign minister Lavrov said on the 23rd Russia is ready at any time to
resume talks with Ukraine from where they were interrupted, and that settlement
terms were discussed and agreed nearly a year ago in Anchorage. He said he
believes that consensus was shelved to give Ukraine time to rearm. Deputy
foreign minister Ryabkov said Washington has recently shown signs of departing
from the Anchorage consensus, but that Russia's position has not changed and
Russia‑US dialogue on Ukraine has not been interrupted and will continue.
