shortages, prompting fuel rationing or supply interruptions in at least
two-thirds of Russian regions. From border areas to Amur Oblast, regional
governors are daily restricting station sales to curb panic buying; Irkutsk’s
governor said fuel is being allocated per consumer and prioritized for emergency
services, public transport and agriculture. Several major refineries have been
taken offline, retail gasoline prices have risen, and Moscow has banned jet-fuel
exports. Authorities warned shortages could deepen if drone strikes increase;
the resulting upward pressure on inflation may heighten central bank concerns.
