Guizhou energy regulatory office published a draft trial implementation plan for
centralized bidding by grouped renewable power producers. The draft bars the
consolidated installed capacity from exceeding the largest single coal-fired
plant in the Guizhou power market and allows the NEA Guizhou regulatory office,
Guizhou Development and Reform Commission and Guizhou Energy Bureau to require
further capacity reductions if the group scale is judged to undermine fair
competition.
