MOFCOM spokesperson, answering questions on improving handling of reports of
export-control violations involving strategic minerals and dual-use items, said
strengthening report-handling and enforcement capability is a basic requirement
of China’s export-control system and a measure to safeguard national security
and interests. The ministry said using reporting to monitor export-control
violations are common internationally and that drawing on other countries’
practices to improve China’s reporting system can help prevent controlled items
being diverted to illicit uses.
