Targets include illegal conversion of cropland and forestland for construction, sand dredging, mining and dumping of solid waste; building housing disguised as agricultural facilities or agricultural parks (large 'greenhouse' housing); unapproved construction, occupying more than approved, and parcel‑splitting to evade oversight.
