The draft pledges to protect foreign investors’ lawful rights, advance municipal foreign‑investment legislation, and strictly apply pre‑establishment national treatment plus the negative list, banning entry restrictions targeted at foreign capital. It calls for continued special inspections to root out implicit barriers, opens complaint channels, and promises strict enforcement against differential treatment, hidden thresholds and selective law enforcement.
