China State Planner and the National Energy Administration issued the '15th
Five-Year' Plan for New Energy System Construction, prioritizing integrated
hydropower, wind and solar development. The plan mandates high-quality
construction of downstream Yarlung Tsangpo hydropower, orderly advancement of
Cihaxia, Longpan and Gangtuo projects, study of Nujiang-basin hydro planning,
accelerated planning and construction of water–wind–solar basin bases,
basin-level hydro plan adjustments, promotion of capacity expansions and turbines
uprates, implementation of a Yangtze River hydropower high-quality development
scheme, and green retrofits of small hydropower. It targets roughly 410 GW of
conventional hydropower installed capacity by 2030.
