China State Planner and the National Energy Administration issued the New Energy
System Construction "15th Five-Year" Plan, accelerating R&D and equipment
development for small modular reactors (SMRs) and Gen‑IV reactors;
ultra‑high‑head large‑capacity impulse turbines; deep‑offshore wind; advanced PV
and concentrated solar; next‑generation coal power; heavy gas turbines; flexible
DC transmission; and smart microgrids. The plan also targets unconventional oil
and gas, unmanned intelligent coal mining, oil‑rich coal utilization, hydrogen
and other green fuels. It elevates theoretical research and technology
innovation for controlled nuclear fusion, space‑based solar power,
high‑temperature superconducting transmission, wireless power transfer and
polar/deep‑sea energy. The plan mandates coordinated sitting of large renewable
bases with national computing hubs to build "energy + digital" clusters,
promoting mutual support between power and compute to ensure high‑quality
electricity for big data and AI. It further directs rollout of smart mines,
smart power plants, digital oil and gas fields, and digitalisation of grids and
pipelines.
