China's Ministry of Finance, Ministry of Natural Resources and State Taxation
Administration jointly issued a notice to further improve collection of
mining-rights transfer revenue. For minerals not listed in the List of Mineral
Types Charged by Mining‑Rights Transfer Revenue Rate (trial) attached to the
Measures for Collection of Mining‑Rights Transfer Revenue (Caizong [2023]
No.10), the starting price for mining‑rights transfers will be set at the higher
of the assessed value and the market‑benchmark price used to calculate
mining‑rights transfer revenue. Starting prices for minerals on the list will
continue to follow current rules.
