The State Council appointed Yue Xiuhu as deputy director of the National
Development and Reform Commission; Zhang Guangjun as vice minister of the
Ministry of Science and Technology; Luo Tianshu as deputy director of the State
Taxation Administration; and Hu Jinyang as deputy director of the China
International Development Cooperation Agency. It removed Guan Zhiou from the
post of national chief inspector for natural resources and Bian Zhigang from the
post of deputy director of the State Administration for Science, Technology and
Industry for National Defense.
