China's State Council, in its 'Beautiful China' 15th Five-Year plan, mandates
accelerated implementation of the national climate strategy to pursue carbon
peaking. The plan requires full enforcement of dual controls on carbon total and
intensity, prioritizes wind, solar, hydro and nuclear, advances energy-saving
and coal-reduction retrofits, and calls for reasonable limits on coal-fired
capacity and generation. It directs raising the share of renewable power in
consumption by ensuring newly added electricity demand is covered by newly added
clean power and accelerating development and demonstration of carbon capture,
utilization and storage (CCUS) projects.
