China’s Ministry of Civil Affairs in Beijing released Guidelines for the
Construction and Management of an Urban–Rural Three‑Tier Eldercare Service
Network, directing the creation of a full‑chain eldercare system covering home,
community and institutions. The guidelines require integration of county‑level
resources — including institutions that provide support to the most
disadvantaged — and the establishment of comprehensive eldercare service
management platforms at the county (city, district, banner) level to provide
service demonstration, industry guidance and resource coordination. They mandate
wider adoption of smart management: use of intelligent devices and data
profiling to assess seniors’ conditions and needs, match services in real time
and promote coordinated regional development of eldercare services so older
people can access professional care locally.
