Per Fujian’s flood, drought and typhoon emergency plan, the provincial
flood-control command activated a Level IV typhoon emergency response at 09:00
on July 9. The provincial command and the provincial emergency management
department ordered coastal localities and relevant departments to closely
monitor Typhoon Bavi, be ready to activate emergency measures, strengthen
command and hazard inspections, organize timely evacuations and implement
defensive measures.
