China State Planner says the '15th Five-Year' carbon-peak action plan sets five
priority tasks. 1) Accelerate energy-structure adjustment: push large-scale
non-fossil energy development, speed upgrades to power-system renewables
absorption, promote clean substitution for coal consumption and continue
optimizing oil and gas consumption mix. 2) Advance industrial green, low-carbon
transition: accelerate green restructuring of industry, carry out energy‑saving
and carbon‑reduction retrofits in traditional sectors, fast-track zero‑carbon
parks and factories, green the transformation of computing/IT infrastructure,
and leverage the circular economy for emissions cuts. 3) Deepen low‑carbon
shifts in key sectors: boost building energy efficiency, accelerate low‑carbon
transport, cut public‑sector energy use, and strengthen ecosystem carbon‑sink
capacity. 4) Strengthen enabling measures: improve laws, standards and
carbon‑emissions accounting, enhance tech support and talent training, increase
funding and refine price policies, and mature market mechanisms. 5) Mobilize
implementation: tighten local responsibilities, launch green nationwide
low‑carbon action and deepen international cooperation.
