China's National Energy Administration issued the Energy Sector Energy-saving and Carbon Reduction Action Plan (2026–2028), directing integrated planning of transport and energy infrastructure and expanded use of corridor and hub space (railways, highways, stations) for wind and photovoltaic development. The plan calls for accelerated, large-scale deployment of new-energy heavy trucks and scaled fuel substitution in offshore and inland shipping to LNG, green hydrogen, ammonia, methanol and biodiesel. It mandates port shore-power retrofits and use, and replacement of airport aircraft auxiliary power systems. The plan prioritizes urban public charging networks centered on fast charging (slow charging supplementary; high-power charging an additive), strengthens construction of high-power chargers and charge-swap facilities along highways to serve electric heavy trucks, and requires high-power upgrades first for charging sites with >40% utilization during major holidays. It also directs further rollout of charging infrastructure in rural areas.
