Guangdong’s draft 15th Five-Year Plan for the information and communications sector, released for public comment, proposes provincial support for satellite and space‑ground network development. The draft calls for organizing firms to join national satellite‑IoT commercial trials and planning an integrated communications‑navigation‑remote‑sensing LEO constellation for the Guangdong‑Hong Kong‑Macao Greater Bay Area. It seeks deployment of ground‑space interconnection centers and gateway stations as key fusion nodes, integration of satellite and terrestrial mobile infrastructure, and exploration of network coverage for low‑altitude airspace above 300m and for remote areas. The plan promotes direct‑to‑phone satellite services and satellite IoT, targeting a satellite‑communications user base of 1 mln, and launches a ‘Broadband Guangdong Sea’ initiative to build a maritime 5G/5G‑A + subsea fiber + satellite communications and sensing network.
