China's State Council approved the 'Expand Consumption 15th Five-Year Plan',
prioritizing effective investment in consumption-related infrastructure. The
plan accelerates digital infrastructure — 5G, gigabit fiber, mobile IoT — and
directs the construction of a nationwide integrated computing power network,
alongside a 'signal upgrade' special action. It backs offline consumption
upgrades: urban commercial precinct improvements, renovation of old commercial
streets, equipment renewal for physical retailers, and pilots of modern trade
and circulation systems. Logistics and supply-chain measures include development
of national logistics hubs and backbone cold‑chain bases and establishment of a
county‑town‑village three‑tier distribution system. Other targeted upgrades:
public parking, EV charging, highway service areas, and
renovation/revitalization of tourist and cultural facilities.
